1. Introduction
The theme of my research is "The role of the youth of Anna district in the local self-government." I had never thought about this problem before. It seemed to me that there wasn’t necessity to think about the things which had been already thought by others before. I'm studying at a beautiful new school, which is equipped with the highest facilities: it has the nana laboratory, the digital lab, the media center and everything you need to complete your knowledge preparing for the state exams and university entrance. I am able to visit the new sports complex with a swimming pool in my free time. Also I can go in for sport at the new stadium or walk in the park admiring fountains and wonderful scene. Our life seems wonderful and beautiful, when there are no problems. These reflections reminded me of the prince Gautama. All conditions have been created for him, protecting him from any negative emotions. But leaving the walls of the palace, the prince saw a different life with poverty and sorrow, disease and violence, hunger and despair. I wonder if there was such life everywhere, as at our school and in our village. But there are some schools with leaking roofs and a computer for 30 students, villages with overgrown parks and huge queues to the kindergartens. Who is responsible for this situation? I’m absolutely sure that all depends on the local authorities; it’s their main task to satisfy needs and interests of the population. And the next circumstance which forced me to do this research is elections. I began to worry about the surrounding people, conditions of life in Anna. We hear on TV and read in the local newspaper contradictory opinions of different people during the election campaign! How difficult for young and inexperienced teenagers to understand whose point of view is right or wrong.
For the first time, the concept of "the local government" I met at social science lessons in studying of the topic "The civil society and the state". ". The phrase "the local government" means a system of the organization and activities of citizens, which provides an independent decision of the issues by the local population; also it is a management by municipal property in the interests of all the inhabitants of this territory. I also looked into the theory of the local self- government. The Local government is one of the forms of realization of the power which belongs to people.
The topicality of the research: local government is exercised by citizens through varies forms. One of the forms is direct expression of people’s will and the second one is exercised through elected and other local authorities. The second form is acceptable only for citizens who are eighteen years old. I should be interested to know if there is a place for schoolchildren in the system of the local government. The relevance of the topic of my research is precisely in this point for me. Moreover, according to statistics, there are more than 559 000 young people in the region at the age of from14 to 30 years, it is 24.9% of the total population, students of the high school are more than 91000 people, it’s more than 30% of the total population. Adults think very often that school leavers are interested only in getting knowledge and preparing for state exams, but it is a misconception.
At our school many seniors take a passive position, others prefer discos and different entertainments. But a lot of girls and boys have their own opinions, their ideas, their vision of the life ( not only a school life). They try to see positive and negative parts of the life. Moreover, they are thinking about improving of it. They are concerned about not only their own problems, but about the problems of the youth in general. I mean socializing with peers, what usually young people do in their spare time, how they earn pocket money, which the professions they will choose in future etc. We are worried about the problems of our society, our village, our district and even the region. Youth participation in local government should not be seen as permissiveness and the ability to command but how to manage their own affairs and the implementation of social affairs. I think that schoolchildren are an important factor in the development of the municipality.
The object of the study: the youth of Anna municipal district.
The subject of the studying: directions of cooperation of the youth of Anna with the local government and the ways of realization of the youth’s programs and projects.
The problem: In my work I would like to dwell on the issue of cooperation of the youth and the local authorities.
The hypothesis: If the local authorities attract young people to solution of existing problems, our life will change for the better in the village.
The goal of the research is to show the role of young people in the development of the municipal education.
The tasks are:
1. To attract the attention of the local government and the public to the problem of teenagers’ employment and organization of children's leisure activities;
2. to identify the problems that trouble schoolchildren;
3. to identify directions of socially significant activities of the youth;
4. to determine the ways of involving of schoolchildren in the active social practice.
Methods: studying of the sources, data, surveys, analysis, and synthesis
2. Schoolchildren and the local authorities.
2.1 What does the youth of Anna district know about the activity of the local authorities?
What does the youth of our district know about the activity of the local authorities? Which problems do young people of our village have? These problems became interesting for me and I decided to find the answers on these questions. I carried out a survey among the students of 9-11 grades and I’ve got the following results:
1) 100% of students of the comprehensive school know the head of the local government, it says that Vasily Avdeyev is a frequent guest at school; he regularly meets with students during different events;
2) 89% of students are interested in the life of our village. It indicates that young people are indifferent to the fate of Anna district;
3) The question, "How often are you interested in the events taking place in your native place?" is ranked. Students chose the following variants of the answers: "every day" - 17%, "often, but not every day" - 43% "occasionally" - 29%, and the answer "never» is eleven %;
4) 87% of the students are always involved in promotions, events organized by the head of administration and the local government;
5) 76% of seniors believe that they can help the authorities in the improvement of our village;
6) 29% of young people believe that it’s necessary to provide the authorities any help which citizens can afford.
These data let us make a conclusion that young people of our school are characterized as interested, indifferent, ready to work and cooperate with local authorities people (see Appendix Picture 1).
During the analysis of the seniors’ responses some numbers have forced me to be lost in thought.
1) 83% of students do not know the deputies of the local government, because they have never met and talked with them;
2) 53% of seniors are unaware of the official duties of deputies;
3) 69% of the students consider youth policy ineffective and it does not allow solving of many problems;
4) 97% of seniors replied that nobody consults with the young people planning varies youth activities.
All these problems are mentioned in the regional program "The Youth” (2012-2013). The authors of this program name change of priorities, legal nihilism, reduction of general culture and morality, poor informative channels etc.
These youth problems were designated by adults. I am interested in the fact whether they coincide with the opinion of the young people.
During the survey I found out that the most relevant issues of the youth.
1) 79% of the students couldn’t choose the places for spending of their leisure.
2) 32% of seniors have problems connected with the employment during summer holidays, because of absence of previous experience.
3) 38% of students of our school have a desire to express themselves but they don’t know where and how to do it.
4) 23% of girls and boys marked a lack of awareness.
5) 15% noted loneliness and uselessness;
6) 51% of seniors mentioned a lack of youth organizations;
7) 44% noticed low quality and quantity of events which are held for young people;
8) 7% noted bad vocational guidance work;
9) 11% mentioned serious early deviations (smoking, drinking alcohol, juvenile crime)
2.2 The Youth Parliament of Anna municipal district
During my research, I found that the Youth Parliament exists and operates in our district. The Youth Parliament was found in April 18, 2006. This organization acts according to the approved Regulations about the Youth Parliament of Anna. The term of office is 2 years. It consists of 27 members. The procedure of forming of the convocation is organized by delegation. The Speaker of the Parliament is Natarova Natalia. There is a Regulation on the Youth Parliament in Anna. It includes Common regulations which have some definite items:
1.1. The Youth Parliament the Municipal District is a collegial, consultative and deliberative organization.
1.2. The activities of the Youth Parliament mustn’t contradict the Constitution of the Russian Federation, Federal Constitutional laws of the Russian Federation, regulations of administrations of Voronezh region and Anna municipal district.
1.3. Changes and amendments to the Statute of the Youth Parliament are made at meetings of the Youth Parliament.
The tasks of the Youth Parliament:
2.1. The main objectives of the Youth Parliament are:
Revitalization of the youth in realization of the state youth policy in the district;
Participation in the work on the projects on the matters of the youth policy;
Preparation of expert and analytical, informative and other materials;
Propagation of the activity of the Youth Parliament on the territory of the municipal district and beyond.
2.2. The Youth Parliament develops and provides projects and recommendations of normative and other documents to the Council of People's Deputies and the administration 9of the municipal district.
3. The order of formation the Youth Parliament.
3.1. The members of the Youth Parliament are formed from the representatives of young people and youth organizations at annual Youth Forum of Anna municipal district by delegation for 2 years.
4. Organization of activities and the order of the work of the Youth Parliament.
4.1. The plan of the work of the Youth Parliament is approved at the meeting of the Youth Parliament.
4.2. The Youth Parliament forms its appeals and other documents.
4.3. The Youth Parliament cooperates with the Department of Culture, Sports and Youth Policy of the Administration of the district.
4.4. Fields of activities and working arrangements of the Youth Parliament are determined by a decision taken at a meeting of the Youth Parliament.
4.5. The Youth Parliament informs the public about its activities and reports about its work on the Youth Forum of Anna municipal district.
5. The Governing bodies of the Youth Parliament
5.1. Meetings of the Youth Parliament are held not less than 1 time in three months.
5.2. All issues of the Youth Parliament are solved at the meetings.
5.3. The competence of the meeting is:
election of the chairman of the Youth Parliament;
amendments and supplements in the Regulations of the Youth Parliament;
questions about the termination of the activity of the Youth Parliament;
planning of the work of the Youth Parliament and report about its fulfillment.
5.4 The decisions at the meetings of the Youth Parliament are accepted by majority of the votes.
5.5 The Chairman of the Youth Parliament:
the Chairman is elected at a meeting of the Youth Parliament for a period of a year;
the Chairman manages the work of the Youth Parliament and he or she is responsible for activities;
the Chairman leads the meetings of the Youth Parliament;
the Chairman represents the Youth Parliament in municipal organizations and public associations;
the Chairman issues orders connected with the activities of the Youth Parliament;
the Chairman allocates responsibilities among the members of the Youth Parliament
5.6 The Chairman has the right to take urgent decisions.
5.7 Duties of the vice-chair-man of the Youth Parliament:
the vice-chair-man is elected at the meeting on proposal of the Chairman for a term of a year;
the vice-chair-man is responsible for the Chairman’s duties in the period of his or her absence.
the vice-chair-man organizes the activity of the Youth Parliament.
5.8 The Chairman and his vice-chair-man provide coordinating activities of the Youth Parliament in the period in between meetings.
6. The members of the Youth Parliament.
6.1. The members of the Youth Parliament may be citizens of the Russian Federation who live on the territory of Anna municipal district, as well as representatives of the youth and the youth associations at the age from 14 to 30 years.
6.2. Members of the Youth Parliament carry out their activities on a voluntary basis.
6.3. The rights and obligations of the members of the Youth Parliament. Members have the right to:
to elect and be elected;
to participate in preparation of decisions on all matters concerning the activities of the Youth Parliament;
to get a piece of information on the various kinds of activity of the Youth Parliament;
they have one vote at a meeting of the Youth Parliament.
Members of the Youth Parliament are obliged to:
to attend meetings of the Youth Parliament;
to do the work in the Parliament according to the adopted Regulation;
to participate in the implementation of decisions of the Youth Parliament.
The members of the Youth Parliament may not be the following categories of citizens:
people who have posts in the federal civil service;
deputies of the local government;
people who have posts in the municipal administration;
people recognized as incapable by the court;
people who were previously convicted.
7. As for organization of the activities, the Youth Parliament has the right to:
to request and receive the necessary information from the administration of the municipal district and different organizations;
to involve organizations, institutions, the economic, political and sociological centers, individual scientists and specialists by the contract
.the members of the Youth Parliament have special certificates.
8. Ending of the activities of the Youth Parliament:
8.1. Reorganization or liquidation of the Youth Parliament is made according to the decision of the Youth Forum by a majority of votes.
The youth of Anna can’t be called forgotten and abandoned. Our Youth Parliament has created a lot of useful and relevant actions. But we have some problems. Firstly, young people are badly informed about current events in our village. Secondly, we don’t know anything about the life of the young people from the neighboring areas. We see children from other villages and towns only when we participate in varies contents and competitions, where, as a rule, we compete but don’t communicate about our life and problems. Our teachers and parents recall about their childhood with pride, warmth and love. They remember the times when they were pioneers and members of the Komsomol organization. They took part in Timur’s movement, collected scrap metal and wastepaper, organized concert performances, they were participants of varies fun activities. We listen to their stories and a little envy them. An active life position had been already forming since their childhood. And what prevents us from solving of our problems? What prevents us from being initiative? I’m sure that’s only depends on our desire and the adult’s support. For realization we need in organizations with great opportunities for supporting of the youth. In my opinion, such organizations are the local authorities.
At the school level they should bring up political activity of schoolchildren and give an opportunity for young people to take part in the process of the local self-government.
Thus the main task of the local authorities is not to support the youth of our village, but on the contrary, the youth organizations should work for the benefit of our small motherland.
2.3 The main directions of cooperation with the local authorities and the ways of implementation of youth programs and projects.
Municipal youth policy should be directed to ensure that the huge potential of young people has been transformed into one of the resources of solution of the local problems. Firstly, it will be given an additional impulse to the economic and social development of our village. Secondly, young people will gain the vital hope, and this is the main way to overcome the negative phenomena among the youth. In addition, the development of Anna district is impossible without new residents. Therefore it is necessary to make our native place "attractive" for a living.
I have indicated the main directions of the social activity of the youth in cooperation with the local authorities and suggested the ways of implementation of these directions (see the picture).
The goal of my project is to create conditions for the effective operation of the whole system of the youth self-government, from the groups and classes to the village council (the involvement of the largest number of young people into public, social, artistic and other spheres of our life).
3. Conclusion
These offers can be more efficient: they activate the youth, attract it to solution not only of the problems, but also involve young people in useful activities, help solve many of the problems of the village and the district. Our village is becoming better and better from year to year and we like to live here. Though, life conditions of some parts of our district wish much to be desired. There isn’t everywhere the road surface was repaired, cleaning of the streets is not enough. Lighting of some streets in the evening and at night is also a problem.
A lot of problems still exist, but we have the power, the energy, the desire to help our native village, to make our life better in it.
Which results are we planning to achieve? The new structure will enable to establish a system of interaction of the local authorities with youth organizations of the village. This system will be directed on the realization of the rights and legal interests of young people. Moreover, it’s necessary to attract the maximum number of young people for the implementation of social programs.
The system the youth self-government is an association of representatives from several youth organizations. Everyone understands that optimal conditions should be created for young people. Only then the life of the youth will be worthy.
The purposeful work in the structures of the youth of self-government will provide an opportunity to young people to discuss their real problems at the highest level and work together to find definite solutions.
My personal slogan connecting with my native place is: "We can create a unique place for our happy life. Its name is Anna! Let’s do it all together!
