Between the skates and ice the sheet of water is formed. There is no this sheet of water, it would be also difficult to ride on ice, as on a floor. Water as if oil in the car, reduces friction between the skate and ice . In hard frosts formation of a water layer is at a loss, both friction force between the skate and ice increases.
